Demonstrated experience in project management disciplines: project management, change management & transitioning, stakeholder management, communications, budget & cost management and risk management.
Demonstrated ability to manage relationships and contracts with external vendors.
Demonstrated ability in steering projects in complex organizational settings.
Strong communication skills, with the ability of translating complex technical concepts into easy-to-understand ideas.
Ability to work in a multicultural and international environment, with sensitivity to different cultural contexts.
Knowledge and experience with modern EPM solutions. Knowledge regarding Financial consolidation, financial planning and management reporting process would be an asset.
Good knowledge and experience with project management frameworks and methodologies (PMBOK, PRINCE 2…).
Fluency in English is required; French or Spanish would be an asset.

MSF International provides coordination, information and support to the MSF movement, supports its governance bodies and implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The International Finance Team (IFT) is part of the International Office. One of its functions is to provide financial information to movement-wide governance bodies and other internal and external stakeholders.
MSF International has been using SAP BFC to produce combined (consolidated) financial information for more than 15 years. This information includes the annual financial statements of the movement, as well as a series of internal forecasts, reports and analyses.
The new system would be an Enterprise Performance Management (EPM) solution, generating the combined (consolidated) annual financial report on the one hand, and serving as a Financial Planning and Analysis/Management Reporting tool on the other hand.
The transition from SAP BFC to a new cloud-based EPM solution is a critical transformation for MSF International’s finance ecosystem. It will enhance how financial data is collected, consolidated, analyzed, and reported and enable the processing of many more data sets. The EPM solution will help produce reports and forecasts that will be more insightful, relevant and user-friendly.
High-level requirements, a short list of potential solution vendors and a roadmap have already been established. A consulting firm has been retained to serve as a functional partner.
The transition project is housed within the International Finance Team. The new tool is critical to the effectiveness of the work of the team. Direct oversight of the project is provided by a Steering Committee. Project governance processes are impacted by the fact that the project will eventually impact the breadth and depth of financial reporting MSF entities will provide to MSF International. Governance is also impacted by the fact that the project is funded collectively by all MSF entities.
The Project Manager is expected to lead and manage the transition project with the ultimate goals that the selection, implementation and roll-out of the system are done successfully, on time, on budget, in line with requirements and best practice and with continuous support from stakeholders. Further it is expected that, by the end of the project, conditions are met to ensure that the system can continue to provide benefits to the movement and be managed easily by the International Finance Team.
III. PLACE IN THE ORGANISATION
The Project Manager will report to the International Finance Coordinator. Later in the project, it is expected that the Project Manager will supervise a Business Analyst. The Project Manager will work closely with a wide variety of stakeholders:
• Key Internal stakeholders : The International Finance Team, finance directors of all MSF entities, users of the current system in all MSF entities, Steering Committee, Project Sponsor, IT function.
• Key external stakeholders : Functional partner, Solution provider, Implementation partner, current service providers (hosting and application support), external auditors.
IV. MAIN RESPONSIBILITIES
1) Manage the project plan and activities to ensure quality of implementation, support from stakeholders and reach expected results
Refine and articulate the project scope and long-term and short-term goals of the project continuously, in close collaboration with key users and stakeholders more generally and ensuring technical feasibility.
Develop, adjust and update the project plan and set detailed plans with associated resource requirements to ensure that activities will lead to the expected results within the time and budget constraints. Ensure an optimal articulation of the work to be done internally and by external contractors.
Conduct progress reviews and quality control over activities and monitor project metrics. Prepare reports accordingly.
Ensure that the work complies with generally accepted standards for large IT projects in terms of processes, standards and documentation, including technical plans, functional and technical documentation, user acceptance testing, data migration, project decisions, etc.
Oversee data migration and integration activities to ensure the accuracy, completeness, and security of financial data during the transition to the new EPM solution.
Ensure that the work complies with MSF IT requirements (cybersecurity, access, privacy etc.). Collaborate with MSF IT teams to ensure seamless integration of the EPM solution with MSF IT landscape.
Problem-solve/trouble shoot continuously in a practical and effective manner.
Analyse risks (technical, human, commercial, financial, etc.) and devise mitigation actions continuously. Also proactively seek opportunities to accelerate or optimize the work or the cost.
Lead communications with the steering group, team members, and other stakeholders, including providing direction and vision for the success of the project. Convene and prepare meetings of the steering group to ensure optimal governance. Provide reports and updates to various stakeholder groups as per agreed process and schedule.
Provide close-out report at the end of the project.
Ensure best practices in project management are applied to the extent possible and relevant.
Use project management and reporting tools (e.g. Asana, Jira) that enhance transparency, efficiency and are user-friendly.
2) Manage the project budget and funding
Plan, monitor and adjust the budget as needed, suggest options when the resourcing is not in line with plans and optimal trade-offs.
Play a key role in establishing funding requests and securing the funding as needed.
3) Manage internal human resources to ensure that activities lead to the expected results
Supervise and coach the Business Analyst, ensuring performance goals are clear and that appropriate and timely support and feedback is provided.
Coordinate the work of colleagues involved in the change, ensuring that they have the information, knowledge, capacity and tools to deliver on their responsibilities within the project.
Continuously assess the work of all involved, provide feedback, support and require corrective action in a timely and appropriate manner.
4) Manage or/and support communication and change processes that the project involves at international and entity level
Communicate on project goals, progress and challenges with explicit stakeholders and others who can influence the success of the project as needed throughout the project.
In particular, ensure proper processes are in place to ensure that the Steering Committee is properly informed to make decisions and make effective recommendations at the right time.
Put in place effective change management strategies suitable to the various types of stakeholders
5) Manage relationships with external parties and their deliverables
Coordinate the work of the external/outsourced parties, including primarily the functional partner, the solution provider and the implementation partner, but also the future application support and hosting providers, to ensure optimal delivery from these external parties.
Ensure that the functional partner undertakes their responsibilities in accordance with the framework agreement and specific work orders. Prepare and negotiate work orders as needed. Recommend approval of delivery of work. Manage contract, including invoices.
Lead the tender and contracting process for selecting the Solution Vendor and the Implementation Partner, with the support of the relevant internal units. Manage the delivery by those vendors and the contracts.
Assess the quality of the work. Recommend or provide acknowledgement of receipt and acceptance of deliverables according to the nature/function of the deliverable.
Partner with the support of the Global Procurement Unit and the functional partner
Serve as focal point on the management of these contracts. Ensure adherence to terms and commitments made by the vendors.
6) Additional responsibilities and activities
Participate in International Finance team planning activities.
Support the implementation of other initiatives and projects of the International Finance Team when expertise or experience is relevant.
Continuously provide suggestions and information to help the International Finance Team deliver optimally.

The MSF movement is built around seven operational directorates that run medical humanitarian operations and are supported by MSF’s 24 sections, and other offices, such as supply centres, worldwide.
MSF International is the legal entity that binds together MSF’s 26 Institutional Members and other entities that are legally independent. MSF International provides coordination, information and support to the MSF movement, supports its governance bodies and implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The International Finance Team (IFT) is part of the International Office. One of its functions is to provide financial information to movement-wide governance bodies and other internal and external stakeholders.
MSF International has been using SAP BFC to produce combined (consolidated) financial information for more than 15 years. This information includes the annual financial statements of the movement, as well as a series of internal forecasts, reports and analyses.
The new system would be an Enterprise Performance Management (EPM) solution, generating the combined (consolidated) annual financial report on the one hand, and serving as a Financial Planning and Analysis/Management Reporting tool on the other hand.
The transition from SAP BFC to a new cloud-based EPM solution is a critical transformation for MSF International’s finance ecosystem. It will enhance how financial data is collected, consolidated, analyzed, and reported and enable the processing of many more data sets. The EPM solution will help produce reports and forecasts that will be more insightful, relevant and user-friendly.
High-level requirements, a short list of potential solution vendors and a roadmap have already been established. A consulting firm has been retained to serve as a functional partner.
The transition project is housed within the International Finance Team. The new tool is critical to the effectiveness of the work of the team. Direct oversight of the project is provided by a Steering Committee. Project governance processes are impacted by the fact that the project will eventually impact the breadth and depth of financial reporting MSF entities will provide to MSF International. Governance is also impacted by the fact that the project is funded collectively by all MSF entities.
The Project Manager is expected to lead and manage the transition project with the ultimate goals that the selection, implementation and roll-out of the system are done successfully, on time, on budget, in line with requirements and best practice and with continuous support from stakeholders. Further it is expected that, by the end of the project, conditions are met to ensure that the system can continue to provide benefits to the movement and be managed easily by the International Finance Team.
III. PLACE IN THE ORGANISATION
The Project Manager will report to the International Finance Coordinator. Later in the project, it is expected that the Project Manager will supervise a Business Analyst. The Project Manager will work closely with a wide variety of stakeholders:
• Key Internal stakeholders : The International Finance Team, finance directors of all MSF entities, users of the current system in all MSF entities, Steering Committee, Project Sponsor, IT function.
• Key external stakeholders : Functional partner, Solution provider, Implementation partner, current service providers (hosting and application support), external auditors.
IV. MAIN RESPONSIBILITIES
1) Manage the project plan and activities to ensure quality of implementation, support from stakeholders and reach expected results
Refine and articulate the project scope and long-term and short-term goals of the project continuously, in close collaboration with key users and stakeholders more generally and ensuring technical feasibility.
Develop, adjust and update the project plan and set detailed plans with associated resource requirements to ensure that activities will lead to the expected results within the time and budget constraints. Ensure an optimal articulation of the work to be done internally and by external contractors.
Conduct progress reviews and quality control over activities and monitor project metrics. Prepare reports accordingly.
Ensure that the work complies with generally accepted standards for large IT projects in terms of processes, standards and documentation, including technical plans, functional and technical documentation, user acceptance testing, data migration, project decisions, etc.
Oversee data migration and integration activities to ensure the accuracy, completeness, and security of financial data during the transition to the new EPM solution.
Ensure that the work complies with MSF IT requirements (cybersecurity, access, privacy etc.). Collaborate with MSF IT teams to ensure seamless integration of the EPM solution with MSF IT landscape.
Problem-solve/trouble shoot continuously in a practical and effective manner.
Analyse risks (technical, human, commercial, financial, etc.) and devise mitigation actions continuously. Also proactively seek opportunities to accelerate or optimize the work or the cost.
Lead communications with the steering group, team members, and other stakeholders, including providing direction and vision for the success of the project. Convene and prepare meetings of the steering group to ensure optimal governance. Provide reports and updates to various stakeholder groups as per agreed process and schedule.
Provide close-out report at the end of the project.
Ensure best practices in project management are applied to the extent possible and relevant.
Use project management and reporting tools (e.g. Asana, Jira) that enhance transparency, efficiency and are user-friendly.
2) Manage the project budget and funding
Plan, monitor and adjust the budget as needed, suggest options when the resourcing is not in line with plans and optimal trade-offs.
Play a key role in establishing funding requests and securing the funding as needed.
3) Manage internal human resources to ensure that activities lead to the expected results
Supervise and coach the Business Analyst, ensuring performance goals are clear and that appropriate and timely support and feedback is provided.
Coordinate the work of colleagues involved in the change, ensuring that they have the information, knowledge, capacity and tools to deliver on their responsibilities within the project.
Continuously assess the work of all involved, provide feedback, support and require corrective action in a timely and appropriate manner.
4) Manage or/and support communication and change processes that the project involves at international and entity level
Communicate on project goals, progress and challenges with explicit stakeholders and others who can influence the success of the project as needed throughout the project.
In particular, ensure proper processes are in place to ensure that the Steering Committee is properly informed to make decisions and make effective recommendations at the right time.
Put in place effective change management strategies suitable to the various types of stakeholders
5) Manage relationships with external parties and their deliverables
Coordinate the work of the external/outsourced parties, including primarily the functional partner, the solution provider and the implementation partner, but also the future application support and hosting providers, to ensure optimal delivery from these external parties.
Ensure that the functional partner undertakes their responsibilities in accordance with the framework agreement and specific work orders. Prepare and negotiate work orders as needed. Recommend approval of delivery of work. Manage contract, including invoices.
Lead the tender and contracting process for selecting the Solution Vendor and the Implementation Partner, with the support of the relevant internal units. Manage the delivery by those vendors and the contracts.
Assess the quality of the work. Recommend or provide acknowledgement of receipt and acceptance of deliverables according to the nature/function of the deliverable.
Partner with the support of the Global Procurement Unit and the functional partner
Serve as focal point on the management of these contracts. Ensure adherence to terms and commitments made by the vendors.
6) Additional responsibilities and activities
Participate in International Finance team planning activities.
Support the implementation of other initiatives and projects of the International Finance Team when expertise or experience is relevant.
Continuously provide suggestions and information to help the International Finance Team deliver optimally.
Practical / technical knowledge
Bachelor’s degree in business administration, with ideally a specialization in procurement or supply chain management, or a combination of relevant education and professional experience.
Strategic procurement management profile with at least +5 years experience including:

Strong and demonstrated knowledge and expertise of methodologies and schools of economic analysis and studies; through publications or demonstrated applied research experience, including research and publication on costing methods, modelling, cost-effectiveness and budget impact analysis, econometrics, statistics, and/or other quantitative methods relevant to health economics and market analysis.
Knowledge of coding, knowledge of R, Python, Stata.
Strong knowledge of global health, access to medicines, research and development, and political economy in access to knowledge and health technologies.
Work experiences

Médecins Sans Frontières works tirelessly to improve the accessibility, availability, affordability, appropriateness and quality of products for health care for the populations it assists and their communities. While this is a collective effort across the organisation, the MSF Access team plays a central role as it identifies and implements a priority selection of access projects, offers expert support for access activities elsewhere in MSF, and brings together information and analysis relevant to MSF’s access work. To do this, we advocate for the most effective medicines and health products to be available, affordable, and equitably accessible for the people we care for, and beyond.
The MSF Access team has the following responsibilities:
Gather input for MSF’s Common Priorities on access to products of healthcare (Access).
Design and implement Access Analysis & Advocacy activities to respond to the agreed Common Priorities.
Provide, facilitate, support on Access files outside the Common Priorities to MSF entities that request it.
Maintain an overview of Access initiatives across MSF and report on them annually.
Research, and stay informed of, the Access landscape globally and regionally to inform the MSF Movement of opportunities and threats.
The seven Common Priorities currently agreed upon by the MSF Movement include:
i. Antimicrobial Resistance (AMR)
ii. Vaccinations
iii. Tuberculosis
iv. Diabetes
v. Diagnostic Tools
vi. Sexual Reproductive Health and
vii. Cancer
They are based on the Medical-Operational priorities witnessed by the Movement and are subject to possible changes on medium-term.
The market-driven approach to biomedical R&D underscores the structural challenges in ensuring equitable access to medical products and technologies based on people’s health needs. These challenges are multifaceted in their impact on pricing, prioritization, R&D financing and governance, as well as the arrangement for technology ownership, intellectual property, manufacturing and supplying of medical products. MSF’s work on access issues is anchored from its direct medical actions and experiences, and challenged by the entrenched mainstream economic logic in biomedical R&D. To advance the renewed ambition of MSF’s work on access, we are looking for a policy advisor to bring expertise in critical analysis on economic issues in relation to R&D and access.
II. PLACE IN THE ORGANIZATION
The Policy Advisor works in the Analysis Department of MSF’s Access Team, reporting to the Head of Analysis. S/he works in a multidisciplinary team of the Analysis Department consisting of experts on medical, pharmaceutical, economic, legal and policy issues related to access to health products and technologies. The Policy Advisor maintains a close working relationship with the regional hubs and the Advocacy/Communication department of the Access team.
III. OBJECTIVES OF THE POSITION
Research and analyse critically on cross-cutting global policy developments and subjects with a focus on R&D financing, pricing, cost of production, market shaping, incentive initiatives and other economic aspects of access to health technologies, such as those related to local /regional manufacturing, technology transfer and generic competition
Provide advice on incorporating a relevant economic lens in thematic and regional analysis, indicating strategic opportunities and recommendations.
Support and provide economic analysis into the development and implementation of relevant advocacy strategies.
IV. MAIN RESPONSIBILITIES AND ACTIVITIES
Research, analysis, and scanning on cross cutting global policies and developments
Reviewing, collating and critically analysing global policy literature in relation to R&D financing, pricing, cost of production, market shaping and incentive initiatives and other economic aspects that affect the Access team’s works.
Conduct landscape economic analysis on issues affecting access, including financing on local and regional manufacturing and regulatory frameworks.
Provide technical and strategic advice on the concerned economic policy issues in thematic and regional portfolios.
Maintain an overview, documentation and regular update of analysis and technical support, in line with the Knowledge and Information Management Guidelines.
2. Support and provide input into the development and implementation of advocacy strategies
Support and provide advice to other analysis team advisors, regional hubs and advocacy and communication advisors in position development, talking points and advocacy strategy on relevant economic policy issues affecting innovation and equitable access
Sensitize and increase the MSF Access team’s understanding and critical appraisal of economic narratives, policies and development on the changing global health frame affecting access to medical technologies, driven by the securization and competitiveness.
Maintain an external and internal network of relevant stakeholders, sharing MSF analysis and representing the Access team at external fora.

Qualification and knowledge
Graduate degree in the fields of microeconomics, health economics, political economy, global health, political science, public policy, law, international relations, or other relevant domains.
Strong and demonstrated knowledge and expertise of methodologies and schools of economic analysis and studies; through publications or demonstrated applied research experience, including research and publication on costing methods, modelling, cost-effectiveness and budget impact analysis, econometrics, statistics, and/or other quantitative methods relevant to health economics and market analysis.

Practical / technical knowledge

II. CONTEXT
Procurement of products and services is a critical activity for MSF operations and represents approximately half of MSF’s expenses. Therefore, MSF has undertaken significant efforts in recent years to strengthen and re-organize its procurement function, which have led to the creation of the Global Procurement Unit (GPU). The primary aim of the GPU is to streamline procurement activities and increase compliance, efficiency, and risk management.
Situated within MSF International Office, the role of the Global Procurement Unit is to lead global procurement strategies, to coordinate procurement efforts in the organization and to support the development of the procurement function across all MSF entities to efficiently contribute to MSF's social mission.
As part of the Global Procurement Unit, the Global Direct Category Buyer will:
• Report hierarchically to the Head of the Global Direct Procurement.
• Work closely with the QA counterparts at international and Supply Centers level, the regional hubs, other Category Buyers and the buyer community and working groups affiliated to the Category.
• Interact with other stakeholders within and outside the MSF movement: International Legal Department (ILD), Heads of Procurement and Buyers of other NGOs and UN entities,
III. PURPOSE OF THE JOB
The overall objective of this position is to develop and lead the Global Procurement Strategy for Biomedical Equipment to manage and optimize the procurement spend to ensure that they are pertinent, efficient and respond to the global needs of MSF.
IV. KEY ACCOUNTABILITIES
Build a comprehensive analysis of the Biomedical Equipment category and a strategy that responds to the needs of MSF entities and that is in line with the strategic objectives of the Global Procurement Unit.
Build a global picture of the category to provide an analysis on current situation and priorities.
Covering capital equipment, spare parts, accessories, serices and others (software, licenses…)
Establish the right channels of communication and processes to capture the needs from the different entities and Biomedical Working Group.
Based on the above and on the strategic objectives of the GPU, formulate the strategic priorities for the category.
Operationalise these strategic priorities into an action plan. Anticipate risks, resources and stakeholders to be engaged.
2. Lead the strategic procurement activities for the category.
Coordinate with the ESC Biomed Buyers the sourcing process for Biomedical Equipement scope in compliance with the procurement policy, the category strategy and the internal clients' requirements.
Establish category-specific procurement standards (tender templates, TCO-approach, Sustainability Life Cycle, etc) to be used by ESC Biomedical Buyers.
Define category-level sourcing approaches (global, regional, local) aligned risk, operational needs and country challenges.
Develop and maintain biomedical-specifi contract templates in collaboration with Legal and relevant stakeholders, ensuring they are fit to purpose for equipment spare parts, and services across the lifecycle of the equipement.
Develop and maintain deep knowledge of market factors & trends affecting assigned categories, to develop supply chain optimization and risk mitigation strategies.
Define, monitor and analyse the key indicators to follow your activity. Ensure that they respond to the needs of the entities, identify improvement areas and capitalize on them.
3. Manage and develop Supplier Relationships and serve as MSF focal point for the strategic suppliers under Category responsibility.
Perform supplier segmentation and steer supplier relationships to develop a reliable and balanced supplier base.
Implement a differentiated approach to developing strategic partnerships with priority suppliers and ensure unified messaging from MSF to the suppliers, while rationalizing the Tail-End supply base.
Map regional and local capacities of suppliers for spare parts, maintenance, and services. With the objective of accessing spares and services closer to where equipment is installed.
Monitor supplier performance and ensure that structural corrective actions are taken when necessary. Handle escalations and strive to ensure issue resolution as well as mitigation.
Encourage the engagement of suppliers into sustainability assessment and their contribution to MSFs sustainability goals.
4. Define, develop and maintain a network of stakeholders as procurement focal point for the Category.
Know the main actors and key stakeholders for the category. Develop and mobilise a network required to smoothly carry out the activities under your responsibility.
Develop and maintain a smooth flow of communication and feedback on the category activities to keep your stakeholders up to date and capture their feedback and areas of improvement.
Give advice to internal stakeholders, line management and other stakeholders based on the Category expertise.
Network with other actors / NGOs to develop Market and general Category expertise and identify potential opportunities.
V. PROBLEM-SOLVING
Being able to develop and maintain close links with QA counterparts at international and Supply Centers level, Technical Working Groups affiliated to the Category, regional hubs and the Supply center buyer community to ensure an in-depth understanding of multiple entities needs.
Inside the frame of the strategic orientations of the GPU validated by the Executive Supply Chain Committee (ESCC), autonomy to lead the strategic procurement activities for the assigned category to respond at best to MSF global needs.
Capacity to operationalize this strategy in action plan in coordination with all MSF entities involved and with an end-to-end perspective.

II. CONTEXT
Procurement of products and services is a critical activity for MSF operations and represents approximately half of MSF’s expenses. Therefore, MSF has undertaken significant efforts in recent years to strengthen and re-organize its procurement function, which have led to the creation of the Global Procurement Unit (GPU). The primary aim of the GPU is to streamline procurement activities and increase compliance, efficiency, and risk management.
Situated within MSF International Office, the role of the Global Procurement Unit is to lead global procurement strategies, to coordinate procurement efforts in the organization and to support the development of the procurement function across all MSF entities to efficiently contribute to MSF's social mission.
As part of the Global Procurement Unit, the Global Direct Category Buyer will:
• Report hierarchically to the Head of the Global Direct Procurement.
• Work closely with the QA counterparts at international and Supply Centers level, the regional hubs, other Category Buyers and the buyer community and working groups affiliated to the Category.
• Interact with other stakeholders within and outside the MSF movement: International Legal Department (ILD), Heads of Procurement and Buyers of other NGOs and UN entities,
III. PURPOSE OF THE JOB
The overall objective of this position is to develop and lead the Global Procurement Strategy for Biomedical Equipment to manage and optimize the procurement spend to ensure that they are pertinent, efficient and respond to the global needs of MSF.
IV. KEY ACCOUNTABILITIES
Build a comprehensive analysis of the Biomedical Equipment category and a strategy that responds to the needs of MSF entities and that is in line with the strategic objectives of the Global Procurement Unit.
Build a global picture of the category to provide an analysis on current situation and priorities.
Covering capital equipment, spare parts, accessories, serices and others (software, licenses…)
Establish the right channels of communication and processes to capture the needs from the different entities and Biomedical Working Group.
Based on the above and on the strategic objectives of the GPU, formulate the strategic priorities for the category.
Operationalise these strategic priorities into an action plan. Anticipate risks, resources and stakeholders to be engaged.
2. Lead the strategic procurement activities for the category.
Coordinate with the ESC Biomed Buyers the sourcing process for Biomedical Equipement scope in compliance with the procurement policy, the category strategy and the internal clients' requirements.
Establish category-specific procurement standards (tender templates, TCO-approach, Sustainability Life Cycle, etc) to be used by ESC Biomedical Buyers.
Define category-level sourcing approaches (global, regional, local) aligned risk, operational needs and country challenges.
Develop and maintain biomedical-specifi contract templates in collaboration with Legal and relevant stakeholders, ensuring they are fit to purpose for equipment spare parts, and services across the lifecycle of the equipement.
Develop and maintain deep knowledge of market factors & trends affecting assigned categories, to develop supply chain optimization and risk mitigation strategies.
Define, monitor and analyse the key indicators to follow your activity. Ensure that they respond to the needs of the entities, identify improvement areas and capitalize on them.
3. Manage and develop Supplier Relationships and serve as MSF focal point for the strategic suppliers under Category responsibility.
Perform supplier segmentation and steer supplier relationships to develop a reliable and balanced supplier base.
Implement a differentiated approach to developing strategic partnerships with priority suppliers and ensure unified messaging from MSF to the suppliers, while rationalizing the Tail-End supply base.
Map regional and local capacities of suppliers for spare parts, maintenance, and services. With the objective of accessing spares and services closer to where equipment is installed.
Monitor supplier performance and ensure that structural corrective actions are taken when necessary. Handle escalations and strive to ensure issue resolution as well as mitigation.
Encourage the engagement of suppliers into sustainability assessment and their contribution to MSFs sustainability goals.
4. Define, develop and maintain a network of stakeholders as procurement focal point for the Category.
Know the main actors and key stakeholders for the category. Develop and mobilise a network required to smoothly carry out the activities under your responsibility.
Develop and maintain a smooth flow of communication and feedback on the category activities to keep your stakeholders up to date and capture their feedback and areas of improvement.
Give advice to internal stakeholders, line management and other stakeholders based on the Category expertise.
Network with other actors / NGOs to develop Market and general Category expertise and identify potential opportunities.
V. PROBLEM-SOLVING
Being able to develop and maintain close links with QA counterparts at international and Supply Centers level, Technical Working Groups affiliated to the Category, regional hubs and the Supply center buyer community to ensure an in-depth understanding of multiple entities needs.
Inside the frame of the strategic orientations of the GPU validated by the Executive Supply Chain Committee (ESCC), autonomy to lead the strategic procurement activities for the assigned category to respond at best to MSF global needs.
Capacity to operationalize this strategy in action plan in coordination with all MSF entities involved and with an end-to-end perspective.
VI. DIMENSIONS
Average 15M Euros of procurement spend coordinated for a specific category, in collaboration with Supply Centre Buyers.

Gather input for MSF’s Common Priorities on access to products of healthcare (Access).
Design and implement Access Analysis & Advocacy activities to respond to the agreed Common Priorities.
Provide, facilitate, support on Access files outside the Common Priorities to MSF entities that request it.
Maintain an overview of Access initiatives across MSF and report on them annually.
Research, and stay informed of, the Access landscape globally and regionally to inform the MSF Movement of opportunities and threats.

ii. Vaccinations

The Nairobi based Regional Advisor works closely with the Head of the Hub and other members of the Nairobi Hub. Responsibilities will be shared between different team members and as such the position holder will assume a leading role for some activities versus a supporting role for others.
At this moment the regional advisor will take the lead in the topic on Sexual and Reproductive Health (SRH), diagnostics and tuberculosis (TB) while collaborating and supporting on other topics. This division of topics will be reviewed over time depending on shifting priorities and capacities in the Nairobi Hub team.

Develop systems to continuously monitor and analyze policies and stakeholders on issues relevant to the MSF Access strategic objectives and regional access priorities
Analyze trends and opportunities at regional level (both regional institutions and key countries) and provide strategic advice on new opportunities and threats.
Based on this analysis, work with the MSF Access colleagues, MSF offices and missions in the region to design and implement advocacy strategies relevant to the Access Strategic Plan objectives (global, regional or country specific).
Contribute to the development of specific regional analysis and advocacy strategies by contextualizing relevant global MSF Access strategic objectives and vice versa (using regional perspectives to feed into global Access strategic objectives and advocacy plans).

II. POSITION BACKGROUND
Coordination and Source of Product Information (SPINCO) was created to maintain consistency in the choice of medical and non-medical articles between MSF sections in order to improve MSF interventions, while considering field realities.
SPINCO is the driver for effective collaboration across the movement to deliver a central source of trusted product information that enables continuous process improvements. SPINCO contributes to MSF’s social mission by enabling improvements in field operations through the provision of product information to all layers of the organization. This enables product quality and visibility for better quality of care, enables assortment management, improvement in supply chain performance and increases overall interoperability whilst reducing duplication of effort. SPINCO’s core role is coordinating the expression of the demand of articles (medical and non-medical) and ensuring it is properly translated for supply whose role is to fulfil that demand.
In 2018, UniQuality was implemented as the unique central quality assurance database of MSF, containing the quality assured drugs, medical devices and specialised food validated for use in MSF projects. It is used by the MSF International Pharmacist Network, International Specialised Foods Network, and International Medical Devices/In-vitro Diagnostics Network, and Supply Centres to allow access to the most up-to-date validated product-manufacturer information.
In 2022, the UniMed project was launched to connect UniQuality to the supply centres’ ERP systems and automate the dissemination of the information regarding medicines and specialized food, to ensure the accuracy and consistency of quality review information. This position will support the completion of UniQuality for Medical Devices and IVDs in preparation of the linkage of both systems for this category of products as well.
In 2024 the Medical Device Repository, a SharePoint library for regulatory, quality and technical documents, went live to facilitate importation procedures with a direct access for field teams, and to keep product validation documentation after assessment by IO and ESC QA referents.
In 2025, the NexSpin project was launched to replace the existing solutions including UniQuality and the MD repository by a new Product Information Management System aiming at improving operational efficiency, user experience and user interface. This requires cleaning of the existing solutions, providing input to the NexSpin team as key users and being involved in the implementation phase scheduled in 2027.
III. PLACE IN THE ORGANISATION
The person reports to the SPINCO Product Information Specialists Coordinator with a functional reporting line to the Deputy Quality Assurance coordinator for Medical Devices.
The person will closely coordinate with the Data-Owners in the International QA MD Coordination team and the European Supply Centres.
IV. OBJECTIVES OF THE POSITION
This position is focused on Medical Devices (MD). The objective of the position is to ensure that information related to Entities and Quality Review in UniQuality and the MD Repository is complete, accurate and available for the relevant MSF stakeholders. By guaranteeing the compliance with Quality Assurance processes, the Uniquality Data Steward’s role is to safeguard the quality of information in UniQuality and the MD repository, as well as the consistency between both tools.
They will act as primary point of contact for all stakeholders in case of questions about rules or non-conformity of information contained in UniQuality. They will develop a plan to gradually introduce a data quality and reporting plan to ensure that trust is maintained.
The Unidata Product Information Specialist role contributes to MSF social mission by ensuring the availability of trusted, standardized, and high-quality product information. This role supports field operations, supply chain performance, and interoperability through centralized data stewardship, product portfolio management, and collaboration with diverse stakeholders.
V. MAIN RESPONSIBILITIES
A. UniQuality Data Steward
Management of Entities in UniQuality:
Currently close to 1300 MD international entities in UQ
Create, validate and update MD entities according to the relevant SOP, more specifically:
Create new entities upon request of ESCs QA referents and Spinco data stewards (creation of a new article code), by verifying the availability of documents in the MD Repository for manufacturers not existing in UQ
Support the update/cleaning of the ESC database of entities.
Approve the entities for MD International purchase by checking for completeness of data in relevant public database, e.g. Eudamed, FDA registration, Conformity Assessment Bodies database for ISO certificates
Update the entities (name / address) according to new supplier information received from ESC and by regularly checking public database
2. Management of ISO certificates
Close to 1000 ISO certificates in the MD repository
Search for online information: manufacturer’s website, Conformity Assessment Bodies and Accreditation Bodies database
Ensure that information related to ISO certificates in UQ and in the MD Repository are updated and consistent, especially for entities associated to quality reviews.
Request updated documentation to the ESC referents or regulatory assistants.
Update the list of the certification bodies in UQ and the related information: NB number, accreditation, link to online directories for certificates verification
3. MD Repository
Currently around 9000 documents in total, will grow as quality reviews are completed
Ensure that the rules set for the uploading and tagging of regulatory and quality documentation in the MD repository are followed by all stakeholders, i.e., IO MD QA Coordination, supply centers QA referents and regulatory assistants, RA Pharma, and field users.
Check regularly recently uploaded documents: naming of file is correct, tagging is completed, certificates information in UQ (ISO and EU/CE certificate) is updated, duplicates are removed
Assist the end-users with practical use of the MD Repository and report issues to the helpdesk if needed.
4. Eudamed
Follow up the use of the different modules in Eudamed: changes of activities, new documentation and information available. Inform the QA referents of changes.
Train the different groups (ESC QA referents, intersection pharmacists) in the practical use of Eudamed.
Liaise with the Spinco development team for the possibilities to link with Eudamed in Uniquality
5. General UniQuality / MD Repository
Propose improvements and updates of SOP for UniQuality and the MD Repository as necessary, in collaboration with the product owners and in agreement with the main stakeholders
Propose an action plan to review and improve the quality of information aligned with the needs and work capacity of the stakeholders.
Implement an annual report/control on data quality of UniQuality and the MD repository by defining the quality criteria and setting the KPI in collaboration with the MD QA coordination
Train new UniQuality / MD Repository users by developing e-learning tools, and organizing training sessions in collaboration with the UQ product owner
B. Unidata Product Information specialist
Product Information Management
Monitor, evaluate, and process requests for new, modified, or removed products in alignment with MSF guidelines, protocols and standards.
Consolidate and validate information on product description, quality, pricing, field testing, and maintenance requirements for approval by the Medical Directors' platform.
Ensure product availability and suitability for field use by collaborating with QA teams, buyers, and regional hubs.
Owns the data product lifecycle and technical specifications
Ensures the product meets user needs and use cases
Prioritises improvements and manages changes over time
2. Harmonization and Interoperability
Collaborate with intersectional platforms, supply centres and field operations to standardize products across MSF operations.
Facilitate resource sharing and intersectional field operations by ensuring product harmonization.
Promote responsible use of product data to balance efficiency, cost, and humanitarian mission.
3. Data Stewardship
Ensure and maintain the high quality of product information in terms of accuracy, validity, consistency, completeness, uniqueness and accessibility of product information in the UniData tool, MSF central article database.
Ensure UniData serves as the single source of truth for downstream systems (e.g., ERP, UniQuality, order tools).
Govern the central database and ensure compliance with regulatory standards (e.g., EU norms, ISO standards, IATA transport regulations).
Promote consistency and usability by maintaining aligned definitions (Knowledge database, KPIs) and making data fit for decision-making.
Support continuous improvement by identifying data issues, proposing enhancements, and acting as a bridge between technical team and IT
4. Data ownership: accessibility and visibility
Responsible and accountable for the accessibility and visibility of product information
Publish product information on accessible platforms (web, intranet, offline tools) for global MSF staff.
Act as the focal point for central database governance and user support.

Design, implement, and enhance processes related to data requirements, product codification, and multilingual labelling.

Publish annual summaries of medical product changes and updates to MSF catalogues.
Publish monthly reports on medial product changes for the ESC referents and medical referents of the OC/OD’s

6. Collaboration and Stakeholder Engagement
Work closely with MSF field staff, headquarters, Quality Assurance teams, tactical buyers and intersectional platforms to ensure product standardization and quality of product information.
Participate in international projects with NGOs and UN sectors, such as emergency health kits and medical device nomenclature initiatives.
Master’s degree in scientific, engineering, pharmacy or paramedical sciences
At least five years of professional experience in a technical role in scientific, engineering, pharmacy or paramedical sciences
Detail-oriented, meticulous and organized for data entry/modification in database is essential
Computer & analytical skills, including MS Excel are essential

Qualification and knowledge
Graduate degree in the fields of global health policies, political science, public policy, law, international relations, or other relevant domains.

The MSF Access team has the following responsibilities:
Gather input for MSF’s Common Priorities on access to products of healthcare (Access).
Design and implement Access Analysis & Advocacy activities to respond to the agreed Common Priorities.
Provide, facilitate, support on Access files outside the Common Priorities to MSF entities that request it.
Maintain an overview of Access initiatives across MSF and report on them annually.
Research, and stay informed of, the Access landscape globally and regionally to inform the MSF Movement of opportunities and threats.
The seven Common Priorities currently agreed upon by the MSF Movement include:

Establish and maintain an external network related to the responsibilities and represent MSF at relevant policy forums when required.

2. Support and provide input into the development and implementation of advocacy strategies

We are seeking a dynamic and highly skilled Communications Work-Study Trainee to strengthen the visibility, engagement, and accessibility of the Speaking Out Case Studies project.
The role requires expertise in digital communications, content development, and campaign implementation, combined with a genuine and strong interest in humanitarian affairs, international relations, and global health issues.
The Communications Work-Study Trainee will be able to translate complex content into compelling digital narratives, support audience engagement strategies, and develop campaigns that increase reach among humanitarian practitioners (within and outside MSF), academics, students, and other humanitarian stakeholders.
V. MAIN RESPONSIBILITIES
Digital communications & campaign management
Help strengthen and implement digital communication strategies to increase visibility and engagement around the Speaking Out Case Studies project.
Help develop and manage multi-channel communication campaigns across mailouts, LinkedIn, and SOCS Sharepoint page.
Create campaign calendars and coordinate content dissemination aligned with the SOCS project milestones and MSF priorities relevant to SOCS topics.
Monitor campaign performance using analytics and propose adjustments to improve impact and audience reach.
Support audience development and community engagement initiatives.
Content creation & editorial work
Produce high-quality and engaging written content in English and French, including:
Mailouts
LinkedIn content
Interviews
Web content
Promotional materials

The role requires expertise in digital communications, content development, and campaign implementation, combined with a genuine and strong interest in humanitarian affairs, international relations, and global health issues.
The Communications Work-Study Trainee will be able to translate complex content into compelling digital narratives, support audience engagement strategies, and develop campaigns that increase reach among humanitarian practitioners (within and outside MSF), academics, students, and other humanitarian stakeholders.
V. MAIN RESPONSIBILITIES
Digital communications & campaign management
Help strengthen and implement digital communication strategies to increase visibility and engagement around the Speaking Out Case Studies project.
Help develop and manage multi-channel communication campaigns across mailouts, LinkedIn, and SOCS Sharepoint page.
Create campaign calendars and coordinate content dissemination aligned with the SOCS project milestones and MSF priorities relevant to SOCS topics.
Monitor campaign performance using analytics and propose adjustments to improve impact and audience reach.
Support audience development and community engagement initiatives.
Content creation & editorial work
Produce high-quality and engaging written content in English and French, including:
Mailouts
LinkedIn content
Interviews
Web content
Promotional materials
Translate complex content into accessible and engaging communications pieces.
Help identify stories and communication opportunities.
Help ensure editorial consistency, tone, and quality across all channels.
Support proofreading, and adaptation of existing content.
Website & digital platforms
Help improve content on SOCS website, and Sharepoint page.
Optimise content for digital audiences and search visibility (SEO awareness desirable).
Contribute to improving user experience and accessibility of online resources.
Monitoring & reporting
Track communication indicators and produce performance reports.
Analyse engagement data and audience insights to inform future communication strategies.
