Title: Access to Medicine (AM) - Strategy and Implementation Consultant

Location: Home based – possible travels in Europe if permitted

Duration: Number of days 35 - 45 – from May to November 2021

Reporting to: Access to Medicine Roadmap (AM) Project Leader

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 23 sections, 25 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF movement, and implements international projects and initiatives as requested.


II. POSITION BACKGROUND

Access to adapted and affordable medical products is critical to meeting the health needs of the populations MSF assists. MSF has launched a multi-step consultation and analysis process to help redefine its strategy to improving access to health products used for medical care. As part of this work, MSF wants to re-establish key objectives and define a new implementation model and governance for the strategy.


III. PLACE IN THE ORGANISATION

The Strategy and Implementation Consultant reports to and is managed by the AM Project Leader. Overall accountability will be to the Secretary General of MSF International.


IV. OBJECTIVES OF THE POSITION

In close collaboration with the Project Leader, and drawing the expertise, views and perspectives of MSF key stakeholders is to support the design of key deliverables of the Access to Medicine Roadmap Terms of Reference, namely:

  • Identification and agreement of key objectives for MSF AM Strategy
  • Propose a model of implementation for the strategy
  • Propose a new governance for the strategy


V. MAIN RESPONSIBILITIES

Working closely with the AM Project Leader, the AM Strategy and Implementation Consultant:

  • Frames and facilitates discussions during meetings, workshops and debates through provision of expertise to form consensus and identify core disagreements in movement wide positioning.
  • Inputs into methodologies for the design of the deliverables and acts as an adviser to the Project Leader.
  • Prepares questionnaires and conducts interviews of relevant stakeholders. Conducts research and synthesises relevant internal and external literature.
  • Synthesises outcomes of workshops, meetings, consultations, ensuring accuracy, completeness, and highlighting gaps and disagreements.
  • Agree with Project Leader on outcomes and drafts deliverables to be presented at relevant MSF fora
  • Provide recommendations.

Job requirements

MSF International is looking for one consultant to undertake this work who fulfil the requirements, below.

  • Extensive experience in designing and implementing complex strategies
  • Experience in leading organisational change and understanding of governance in networked organisations
  • Knowledge of access to medicines issues and MSF experience highly desirable
  • Excellent analytical skills and the ability to synthetise complex information for diverse audiences
  • Demonstrated experience of producing high quality, succinct reports with clear recommendations
  • Excellent written and verbal communication skills and fluency in English
