Title: APH Structure Board Regulations Consultant

Location: Home based in any country where MSF has an office. A certificate or proof of registration to operate as a consultant or as a service company of the selected consultant must be provided to MSF. Failing this, by default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application

Duration: up to 15 days – between October and November 2024

Functionally reporting to: the APH Structure Executive Board

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 23 sections, 25 associations and other offices together. Based in Geneva, MSF International provides coordination, information and support to the MSF movement, and implements international projects and initiatives as requested.


II. POSITION BACKGROUND

Access to Products for Healthcare (APH) refers to the accessibility, availability, affordability, appropriateness, and quality of products for healthcare for the populations MSF assists and their communities. It is therefore critical to our social mission.

MSF has been engaged in a wide variety of ways to improve APH in the past decades. Building on its successes in the past 20 years, we are currently undertaking a step change to improve APH and achieve increasing ambitions. A new model for how MSF works internally is being set-up which includes establishing a new internal structure, that will replace MSF’s Access Campaign.

This new internal structure will be governed by an Executive Board with ten members, already appointed, representing all the Sections and Operational Directorates of the Movement. The new APH model already includes specific provisions framing the roles and responsibilities of the APH Structure Executive Board.


III. PLACE IN THE ORGANISATION

The Consultant will work under the direction of the APH Structure Executive Board Members (SEB), and administratively report to the APH Organisational Model Change Committee Executive.


IV. PURPOSE OF THE CONSULTANCY

To design a proposal for Board Regulations for the APH Structure Executive Board.


V. MAIN RESPONSIBILITIES AND DELIVERABLE

Under the direction of the SEB, and with support from the OMCE if relevant, the Consultant will:

  1. Propose a process to the SEB for consultations, and for the design of Board Regulations for the SEB
  2. Conduct consultations, and a review of relevant board or executive steering committee regulations, as per the SEB approved process.
  3. Design a proposal for Regulations as per the agreed process, informed by: the consultations and reviews conducted, by the AC governance review; and compliant with the relevant provisions of the APH Model.

Job requirements


  • Significant experience working with boards and/or high-level executive committees
  • Experience working on governance and/or supporting the strengthening of boards governance
  • Solid understanding of the MSF movement institutional architecture and governance
  • Demonstrated experience conducting qualitative analysis including semi-structured consultations
  • Excellent verbal communication skills, with an ability present complex information succinctly
  • Excellent written English with experience writing clear and precise guidelines.
  • The ability to work independently, and across different cultures and time zones
  • Fluent in English, with French and/or Spanish strong assets
