Title: Consultant Human Resources Systems

Location: Any Medecins Sans Frontieres (MSF) Office*

Contract: Consultancy / part time / 100-120 days

Starting day: As soon as possible

Compensation and benefits: MSF practice is to offer the C&B package current in the MSF entity establishing the contract.

*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application.

MSF International is the legal entity that binds MSF’s 23 sections, 27 associations and other offices together. Registered in Switzerland, MSF International provides coordination, information, and support to the MSF Movement, as well as implements international projects and initiatives as requested.

 

II. POSITION BACKGROUND

IlI. PLACE IN THE ORGANISATION

MSF is looking for a part-time consultant to act as a project manager to set up human resource systems and protocols to manage sensitive staff data.  This will include close collaboration with, and coordination of, a project team made up of the International Coordinators for safeguarding, human resources (HR) and Information Systems, data privacy officer, and legal officer. It will also involve collaboration with human resource stakeholders across MSF, as well as the IT team working on the technical requirements.   

This is not a full-time role, but will involve part-time consultancy work throughout the year, leading a project to set up protocols for a human resources database to manage sensitive staff data, including helping to set parameters to access and enter staff data.  It is estimated that this project will take between 100-120 working days between the date of hire and December 2025.

 

VI. OBJECTIVES OF THE POSITION

The position will support MSF in ensuring strict protocols are put in place to enter, access, and share sensitive staff information across the movement.  This position will help the MSF movement in a creating a common information system and strict protocols for accessing and sharing certain types of staff data.

V. MAIN RESPOSIBILITIES

Act as a project manager to set up a human resource system to manage sensitive staff data, including:

·        Leading the process of collecting and defining functional requirements for the system.

·        Coordinating the project team to ensure they are updated and can provide the necessary input in a timely way.

·        Liaising with technical counterparts on the technological aspects of the system.

·        Working with the international HR change manager on communication about the project.

·        Working with HR stakeholders to define implementation guidance for use of the system by each MSF entity and

train entities in how to use it.

·        Manage the piloting of the system and lead the process to make necessary adjustments and document lessons learned.

·        Defining and managing a project plan to ensure successful implementation.  

·        Other tasks as assigned by the project team.               

Job requirements

Experience

·        Experience working in Human Resources and change management, including setting up human resource systems.

·        Project management experience.

·        Experience in working with diverse stakeholders and dealing with sensitive HR data.

 

Requirements

·        Good understanding of GDPR, as relates to HR systems.

·        Ability to work with diverse stakeholders and lead project teams.

·        Previous experience in designing HR systems for staff data management.

·        Attention to detail

·        Able to ensure and commit to uphold the utmost confidentiality and discretion.
