I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation. MSF International is the legal entity that binds MSF’s 24 sections, 28 associations and 19 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The SPINCO team (https://spinco.msf.org/ ) delivers a set of solutions which act as the central source of trusted product information and ensures the quality of information within those systems, acting as the driver for effective collaboration across the MSF movement in relation to product management.
The central SPINCO solution is UniData, MSF’s central supply article database that details all items available for the field and shares information changes within the Movement. The online platforms of UniData and Unicat give oversight on articles available as resources for operations, in alignment with MSF guidelines and protocols. The UniData platform also covers UniQuality & UniLocal, the MSF Medical Product Qualification databases, and MSL Medical Standard Lists. The solutions are directly accessible to permitted users, and data is made available to other tools in the movement, enhancing interoperability of processes and information.
SPINCO is currently working on a large project to modernize the master data ecosystem, essentially searching to migrate the UI to a new platform, reviewing and improving the data quality and structure, and optimizing business workflows.
III. PLACE IN THE ORGANISATION
The Governance & Process Specialist is part of the SPINCO team of MSF International. They report to the Business Strategy Coordinator and work closely with key staff in all Operational Centres of MSF, Supply Centres and International Office.
The Governance & Process Specialist works closely with the project team within the SPINCO team. They collaborate closely with other key stakeholders such as the SPINCO Data Stewards Team, SPINCO Business Strategy Team, business and technical teams in Supply Centres, Operational Centres and International Office who use the systems to support their work.
IV. OBJECTIVES OF THE POSITION
The Governance & Process Specialist position has been established as part of the SPINCO team to support the modernization of the master data ecosystem. The objectives of the position are to
Enhance engagement and communication with key stakeholders related to the planned changes, easing the transition from legacy to new systems and processes
Identify and address external regulatory and internal organizational requirements related to SPINCO’s scope of work
Assist selected stakeholders to document relevant business processes to be supported by the SPINCO ecosystem, identifying opportunities to adapt, integrate and improve them
Clarify the existing governance framework before co-creating an adapted governance model aligned with stakeholders using the future ecosystem
V. MAIN RESPONSIBILITIES
Governance Framework Design and Implementation:
o Lead change initiative related to governance, design and implement both a product and data governance structure, including policies, standards, and processes to ensure compliance with internal and external requirements
o Establish clear roles, responsibilities and decision-making processes across teams
o Ensure the governance framework is adaptable and scalable to meet future business needs
Workflows and processes integration:
o Document, review, and suggest improvement for workflows and processes across SPINCO, enhancing opportunities for integration and holistic thinking
o Collaborate with project team to design and implement select workflows within the SPINCO ecosystem
Compliance and risk management:
o Ensure that processes, workflows and governance practices comply with relevant regulations, policies, and industry standards
o Identify and mitigate risks associated with governance and workflow processes
Stakeholder Engagement and Change Management:
o Collaborate with the project team on workflow documentation, design, and improvements, ensuring alignment with project goals
o Collaborate with the project team to create and maintain strong engagement with stakeholders, understanding their concerns, requirements, and feedback and incorporating it into plans and actions
o Collaborate on communicating changes effectively across the organization to ensure smooth adoption
o Identify and address resistance to change and provide support to affected teams
o Deliver training and resources to ensure teams have a thorough understanding of governance policies, processes and workflows
Monitoring and reporting:
o Prepare and present reports on governance performance, workflow efficiency, and compliance status to leadership, including recommendations for continuous improvement
o Propose metrics and KPIs to measure the effectiveness of governance and workflow processes, specifically to ensure adherence to governance frameworks and identify opportunities for improvement
Job requirements
Education and Experience
Bachelor’s degree in Computer Science, Business Administration, Management, or a related field.
Minimum of 3-5 years of experience in a similar role with a focus on governance, workflow integration, or process improvement.
Certifications
Certification such as Agile, Lean Six Sigma or ITIL is a plus
Skills and competences
Fluent spoken and written English. Good command of French, Arabic or Spanish is a strong asset.
Strong communication and stakeholder management skills, with the ability to influence and build relationships across all levels of the organization.
Experience working in cross-functional teams and managing competing priorities.
Familiarity with Agile or other project management methodologies is a plus.
Proven experience in change management and driving organizational adoption of new processes and frameworks is highly desirable.
Analytical mindset with the ability to assess risks, identify improvement opportunities, and propose actionable solutions.
Proficiency in tools and platforms relevant to workflow management and governance
MSF experience is a plus
