Location: Any MSF office* with a preference to be based in Toronto.

Contract: Permanent contract at 100%

Starting date: January 2025

Compensation and benefits: MSF practice is to offer the C&B package current in the MSF entity establishing the contract.


*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application. Toronto preference is for proximity with Information Manager.


I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.


II. POSITION BACKGROUND

The Inter OD security Agreement (ISA) is an overarching set of principles and practices on security management agreed upon by all Directors of Operations in April 2017. The objective is to enhance staff security and enable operations. With each OC security policy, the ISA constitutes the MSF security management framework.

In recent years and in response to growing needs MSF has significantly improved in the collection, analysis and dissemination of security and safety related data. This was a collective effort hallmarked with the development and transition to Sindy 4.0, an inter-OC tool used to record MSF safety and security related incidents, under the SFP oversight with delegation for implementation and evolution to ISA.

This is a new position created to support ISA in the management and dissemination of security and safety related information, to better utilize our tools and ultimately leverage our data to support decision-making for operations.


III. PLACE IN THE ORGANISATION

The ISA Data Officer is part of the ISA team of MSF International. He/she reports to the SIMM/ISA Information manager and works closely with key staff in all Operational Centres of MSF: SFPs (and their units) and staff in the field responsible for intersectional missions SharePoint.


IV. OBJECTIVES OF THE POSITION

The Data Officer will be responsible for supporting Sindy, troubleshooting issues, resolving bugs as well as creating system manuals and training materials. This role also involves working with Excel files to analyze and interpret data and developing insightful reports using Power BI. Additionally, the data officer will provide support to the intersectional SharePoint sites.


V. MAIN RESPONSIBILITIES

1. System management (Sindy as a technical tool):

  • Supporting the field and HQ with technical problems, troubleshooting and resolving bugs.
  • Managing projects and tickets with the vendor.
  • Documenting processes (including trainings and manuals) and supporting in trainings if required.

2. Data Analysis and Reporting:

  • Supporting OCs in ensuring confidentiality of information within Sindy (including clean ups)
  • Support in data collection and visualization.
  • Maintaining existing reports and supporting the creation of new ones.
  • Supporting with the linkage between Sindy and other platforms (such as GeoApp).

3. Supporting IKM capacity for ISA:

  • Providing support to the intersectional missions’ sites, ensuring proper access control, organization of content, and smooth collaboration.
  • Develop guidance documents and tools.

Job requirements

  • Degree in computer science, information systems, data management or a related field.
  • Experience in system administration, database management, data analytics and reporting tools.
  • Experience with SharePoint site management and configuration.
  • Excellent written and verbal communication skills, with experience in developing manuals and delivering training.
  • Capacity to engage with stakeholders at HQ (SFP) and field (end users for Sindy and managers of missions SharePoint).
  • English and French proficiency.
  • MSF or humanitarian experience a plus.

Specific Requirements:

  • Advanced skills in Microsoft Excel (e.g., pivot tables, formulas, data cleaning).
  • BI tools.
  • Basics of coding.
