Compensation and benefits: MSF practice is to offer the C&B package current in the MSF entity establishing the contract.
*By default, the successful candidate will be offered a contract in the MSF office of their country of residence at the time of application.
I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 27 associations and 18 branch offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.
II. POSITION BACKGROUND
Procurement of products and services is a critical activity for MSF operations and represents approximately half of MSF’s expenses. Therefore, MSF has undertaken significant efforts in recent years to strengthen and re-organize its procurement function, which have led to the creation of the Global Procurement Unit (GPU). The primary aim of the GPU is to streamline procurement activities and increase compliance, efficiency, and risk management.
Situated within MSF International Office, the role of the Global Procurement Unit is to lead global procurement strategies, to coordinate procurement efforts in the organization and to support the development of the procurement function across all MSF entities to efficiently contribute to MSF's social mission.
III. PLACE IN THE ORGANISATION
As part of the Global Procurement Unit, the Learning and Development Officer will:
• Report hierarchically to the HR project manager.
• Work closely with the members of the GPU management team. When needed, head of each scope will be directing the L&D officer to the relevant stakeholders
• Participate in the existing L&D working group that includes representatives from each OC
IV. OBJECTIVES OF THE POSITION
The overall objective of this position is to develop learning solutions to strengthen procurement skills across the MSF movement (European Supply Centres, HQs and Field).
For each learning solution identified, the Learning and Development Officer will:
Collaborate with the members of the GPU management team to frame the learning solution.
Design and develop the learning solution in collaboration with the content matter expert.
V. MAIN RESPONSIBILITIES
Leading L&D path:
• Mapping of existing available procurement trainings at OCs and relevant external trainings and identifying still missing learning solutions.
• Leading discussions and supporting decisions to identify the target public, the learning objectives, the modalities (giving priority to active learning modes and blended approaches), the language (s) and the necessary resources (HR and budget).
• Documenting the L&D path in line with the GPU roadmap.
2. Designing each learning solution:
• Working together with a subject matter expert for each learning solution.
• Developing session plans, storyboards and/or other tools to document the sequences of the learning solution in collaboration with the subject matter expert.
• Presenting proposals to the GPU management team for feedback and approval.
3. Developing of each learning solution, including the improvement of already existing ones:
• Developing learning sequences in collaboration with the subject matter expert and the developer (if applicable).
• Designing all relevant documents for participants and the facilitators such as guides, presentations, prerequisites, and participants materials.
4. Conducting a pilot, drawing lessons learned and readjusting before implementation:
• Defining the deployment model.
• Organizing the pilot session / supporting the organization in case of deployment by an OC.
• Evaluating the content, form, and teaching method as well as the organisational part (registration, organisation, coordination, finance, meals, travel, etc.)
• Making the adjustments required to launch the implementation.
• Finalizing and organising all the documents to facilitate the organisation of future sessions.
• Coordinating translation if needed and ensuring the quality of translated documents and tools.
5. Documenting a proposal for next L&D steps.
Job requirements
Practical / technical knowledge
• 3+ years experience in L&D or Human Resources Management
• At least 1 year of working experience with MSF or another NGO
• Involvement in designing learning and development activities.
Planning and organising
• Strong organizational skills, ability to handle multiple priorities at one time.
Communicating and influencing
• Ability to promote active learning practices that encourage self-reflexion, learning by doing, learning with peers and collective intelligence.
• Excellent communication and stakeholder engagement skills.
• Ability to work in a cross-cultural and cross-functional environment.
Practical requirements
• Proficiency in standard office tools including Word and PowerPoint.
• Fluent spoken and written English and French.
