I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion, and natural disasters. MSF provides assistance solely based on need, irrespective of race, religion, gender, or political affiliation.
MSF International is the legal entity that binds MSF’s 24 sections, 28 associations, and 19 branch offices together. Registered in Switzerland, MSF International provides coordination, information, and support to the MSF movement and implements international projects and initiatives as requested.
II. POSITION BACKGROUND
The SPINCO team (https://spinco.msf.org/) delivers a suite of solutions that serve as the central source of trusted product information for MSF’s internal processes. SPINCO ensures the quality of information within its systems, maintains and develops tools, and supports users in their operation. By delivering these services, SPINCO drives effective collaboration across the MSF movement in relation to product management.
The flagship SPINCO solution is UniData, MSF’s central supply article database, which details all items available for field operations and shares information changes across the movement. Other SPINCO solutions include: UniQuality & UniLocal: MSF Medical Product Qualification databases. MSL Medical Standard Lists: A tool enabling collaboration on managing product lists for global projects.
These solutions are accessible online to authorized users, and their data is integrated with other tools in the movement via APIs, enhancing interoperability and efficiency. SPINCO is currently undertaking a project to review and modernize its ecosystem.
III. PLACE IN THE ORGANIZATION
The Spinco Technical Team Coordinator plays a key leadership role in managing the Spinco Technical Team and external vendors to ensure the smooth operation, maintenance, and evolution of Spinco’s ICT solutions. This position is central to aligning technical capabilities with Spinco’s strategic goals, fostering cross-team collaboration, and driving innovation to future-proof its technical ecosystem.
The Coordinator reports directly to the Head of Spinco and works closely with internal stakeholders from MSF International, Operational Directorates, and Supply Centres, as well as external service providers.
The Coordinator manages the Spinco Technical Team, which currently consists of two Developers, a Systems Manager, a System Support Officer, and a Support Desk Agent. This leadership position ensures that Spinco’s ICT infrastructure and architecture remains robust, innovative, and aligned with organizational priorities.
IV. OBJECTIVES OF THE POSITION
The Spinco Technical Team Coordinator provides leadership, technical expertise, and coordination to the Spinco Technical Team. The Coordinator is accountable for the technical infrastructure, system architecture, availability, and interoperability of the SPINCO portfolio.
This role offers an exciting opportunity to lead a dynamic technical team, contribute to impactful global operations, and drive innovation within the MSF movement.
Key Objectives:
Provide leadership and vision for the long-term implementation of technology to support SPINCO’s operational objectives.
Oversee the design, development, maintenance, and optimization of Spinco’s technical infrastructure and system architecture to ensure reliability, scalability, and efficiency.
Ensure system availability, stability, and high performance of Spinco’s portfolio of solutions, addressing technical issues promptly and minimizing downtime.
Facilitate interoperability across systems within the Spinco portfolio to enable efficient workflows and data sharing.Drive innovation by identifying and integrating new technologies to continuously improve Spinco solutions and services.
Champion interoperability across platforms to streamline processes, promote collaborative action, and enhance organizational performance
V. MAIN RESPONSIBILITIES
Team and Vendor Management
Lead, manage, and develop the Spinco Technical Team and external vendor portfolio to ensure optimal performance, fostering team engagement, monitoring workloads, and ensuring the well-being of team members.
Resource planning for the Technical Team and external vendors to support Spinco projects.
2. Solution Management and Innovation
Accountable for the performance and development of Spinco solutions, ensuring alignment with strategic objectives of SPINCO and MSF.
Responsible to set up and monitor internal technical metrics, used to steer and improve performance of the systems and processes.
Monitor market trends and innovations, identifying opportunities for improvement and futureproofing of solutions.
Lead investigations and Proofs of Concept (PoC) for relevant innovations.
3. Security and Access Management
Accountable for the implementation and monitoring of security measures and access management practices for Spinco solutions, in compliance with organizational policies and industry standards
4. Contract and Budget Management
Prepare and manage contracts with external vendors and internal stakeholders, ensuring adherence to performance standards and budget constraints.
Manage the budget for the Spinco Technical Team and innovation initiatives, including overseeing billing processes related to delivery of products and services.
5. Collaboration and Coordination
Collaborate with the Spinco Coordination Team to ensure alignment and coordination of activities between the Technical Team, other Spinco teams, and other partners.
Provide expertise and leadership in the modernization of Spinco’s master data ecosystem, including UI, data migration, data quality improvements, and workflow optimization.
Coordinate plans and activities across MSF entities, fostering meaningful relationships with other internal technical teams which benefit MSF as a whole.
Job requirements
Education
Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related field.
Experience
Minimum of 8 years of experience in the ICT domain.
At least 3 years of experience managing a team of professionals.
Language
Proficiency in English (written and spoken).
Knowledge and Skills
In-depth understanding of ICT product development, contract development/management, and innovation processes.
Familiarity with master data management, APIs, and system interoperability.
Strong project and team management capabilities.
Excellent strategic and tactical planning skills.
Strong communication, networking, and stakeholder engagement skills.
Ability to work independently and manage deadlines effectively.
Flexible, self-driven, and enthusiastic.
Ability to inspire and align teams toward shared goals.
Desirable
Experience with MSF or other humanitarian organizations is an asset.
