Supply Field Mutualization Project Coordinator

Location: Home based with frequent assignments in the field, requiring long stays.

Contract: Mobile Implementation Officer (MIO) contract with MSF France at 100%

I. MSF INTERNATIONAL

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters. MSF offers assistance to people based only on need and irrespective of origins, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 24 sections, 25 associations, and other offices together. Registered in Switzerland, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.

II. POSITION BACKGROUND

MSF’s supply chain consists of activities in 6 Operational Centers (OCs), 3 European Supply Centers (ESCs), and regional initiatives. Supply chain represents for MSF more than 30% of social mission expenses, around 15% of MSF workforce involved in processes related to supply and more than 50% of total CO2 emissions through the procurement of goods and services and transport. Moreover, the supply chain is a critical enabler for the quality of care of MSF beneficiaries.

The governance body for supply chain in MSF is constituted by the Executive Supply Chain Committee (ESCC) and the Supply Chain Tactical Committee (SCTC), both with representatives from the different MSF entities. MSF´s International Office (IO) facilitates collaboration in the MSF movement between different entities, and the IO supply team consists of a unit focused on procurement (Global Procurement Unit, GPU) and a unit focused on supply chain transformation & support.

The ESCC, in collaboration with the IO supply team, is leading the Supply Transformational Topics Program, with the goal of establishing a supply chain by 2031 that aligns with MSF's evolving challenges. This program focuses on five key supply chain pillars: medical sourcing, distribution footprint, mutualization of the supply at both field and headquarters levels, medical stock and demand management, and information systems and data management.

III. PLACE IN THE ORGANISATION

As part of the IO supply team, the Supply Field Mutualization Project Coordinator will:

• Report hierarchically to the Supply Mutualization Program Manager.

• Be the representative of the Supply mutualization program for each country to be implemented. At field level, he will represent the program in front of the Heads of Mission and Supply/Logistic coordinators. At HQ level, he will represent the program in front of the Supply Interdesk (Supply Cell managers) of the country.

• Interact with all the stakeholders involved in the Supply Mutualization program at the country level: OCs Head of Missions, Supply/Logistic Coordinators, Finance Coordinators, HR Coordinators, Medical coordinators. The interactions will also extend to the respective teams of the coordinators previously mentioned.

• Interact with the HQs business specialists providing ad hoc support for the mutualization program in the country: CSI working group, Procurement specialists of GPU (Global Procurement Unit), UniField System specialists etc…

IV. OBJECTIVES OF THE POSITION

The overall objective of this position is to coordinate the implementation of mutualization for Supply activities at the field level. The implementation of mutualization will be realized country by country according to the priority determined by the SCTC (Supply Chain Tactical Committee) platform. The Supply Field Implementation Project coordinator will use a two-step methodology for each country to be mutualized: first step feasibility assessment, second step the deployment “per se”.

V. MAIN RESPONSIBILITIES

• Conduct the feasibility assessment to evaluate the potential for supply chain mutualization in countries prioritized by the SCTC and validated by the Supply Interdesk. This phase can start remotely and then being fully realized at country level.

• Engage with HQ stakeholders in a structured sequence, starting with Supply Interdesk, then Heads of Cells, followed by other cell members.

• Develop Terms of Reference (ToR) for the feasibility study.

• Map the operational footprint of each OC present in the country.

• Map the supply chain footprint, including supply hubs, warehouses, transport networks, customs processes, entry points, and other logistics infrastructures relevant to mutualization of supply activities.

• Analyze local spending for goods and services across sections to identify opportunities for consolidation. Analyze the supplier portfolio to ensure coherence and identify leverage opportunities.

• Map supply chain human resources and key stakeholders in the country, including those external to MSF.

• Conduct structured engagement with mission teams: Supply Coordinators, Heads of Mission, Finance Coordinators, HR Coordinators, Logistics Coordinators & Medical Coordinators.

• Map existing supply chain systems, including HR structures, processes, tools, and digital systems used by each OC.

• Make the link with Supply departments of all ODs present in the country on processes and tools used.

• Perform a comprehensive risk analysis, including operational, contextual, and organizational risks, as well as a detailed financial impact assessment and budget implications of potential mutualization scenarios.

• Based on the mutualization framework and standard MoU as reference documents, develop a clear, evidence-based proposal for supply mutualization scenario including implementation steps, sequencing, prerequisites, and estimated resource requirements.

• Consolidate findings into a structured feasibility report and present recommendations to Supply/Logistic coordinators, Heads of Mission, Head of Cells, and Supply Responsible at Cells level.

1. Coordinate the mutualization scenario chosen by the heads of Mission and validated by the Supply Interdesk.

• Oversee the formal endorsement of the mutualization proposal in the MoU (memorandum of understanding), by Supply/log coordinators, Heads of mission and Supply Interdesk and the different HQ stakeholders (Heads of Cells, Finance Cells particularly), ensuring alignment across all concerned OCs on commitment, governance, cost sharing and operational modalities.

• Negotiate and coordinate support visits from technical specialists when needed, including experts in transport and customs, procurement, codification, and supply chain information systems, to ensure technical readiness for mutualization.

• Lead the discussions on alignment of supply chain practices across sections, ensure intersection buy-in, and support the development and adoption of common SOPs for all mutualized activities.

• Contribute to the elaboration of a country-specific Supply Guideline detailing processes, roles, workflows, and standards applicable to the mutualized setup.

• Coordinates the definition of intersectional positions required for the mutualized structure. Ensure the fluidity of the staffing process (recruitment, onboarding) and training of staff with the hosting section(s), ensuring adequate capacity and alignment with MSF standards.

• Monitor implementation progress, identify challenges, propose corrective actions, and ensure continuous alignment with operational needs and the mutualization framework.

2. Foster collaboration between the key stakeholders involved in the country’s Supply Mutualization Project, at field and HQ level, among the different sections.

• Depending on the level of mutualization agreed, coordinate regular ISSC (Intersection Supply Steering Committee) or HoM meetings, and ensure alignment of the OCs on the mutualization strategy and objectives

• Know the main actors and key stakeholders for the country’s Supply Mutualization project. Develop and mobilize a network required to smoothly carry out the mutualization project. Develop and maintain a smooth flow of communication and feedback on the Supply mutualization Project to keep stakeholders up to date and capture areas of improvement.

• Coordinate all actors involved in mutualization of supply activities of the country and ensure alignment between their activities.

VII. DIMENSIONS

• Responsible for coordinating Supply Mutualization feasibility study and implementation activities in several countries per year (typically 2–3 per year depending on scope and complexity).

• No direct line management responsibilities, but strong functional leadership required with mission coordination teams, cells and HQ supply departments.

• Contributes to the development and improvement of mutualization tools and methodologies used across the MSF movement.

• Manages project timelines, deliverables, and reporting for assigned countries.

Education, technical knowledge and experience

• Strong experience in project management is mandatory.

• A minimum of two years of experience with MSF, specifically at the mission level, is mandatory

• Bachelor's or master's degree in supply chain management, Logistics, Pharmacy, Engineering, Business Administration, or a related field.

• Strong understanding of humanitarian supply chain operations, ideally within MSF.

• Proven experience in conducting assessments, leading operational projects, or implementing organizational changes.

Practical requirements

• Fluent spoken and written in English and French (B2).

• Proficiency in standard office tools (Word, Excel, PowerPoint).

• Familiarity with MSF supply chain systems (e.g., Unifield, Isystock) is an asset.

• Availability to travel up to 70% of the time as most of the work is done at MSF’s countries of operation level.
